OBJECTIVES OF THE PROGRAMME:
In continuation of Tobacco Control programme in Indonesia with funds from Bloomberg
Initiative to Reduce Tobacco Use to implement the WHO Framework Convention on Tobacco Control and WHO Recommendation “mPOWER” the area of capacity building of various stakeholders in Indonesia is considered essential.

Description of duties:

  • Provide support and expertise to the WHO Country Representative in putting into action strategic and operational planning related to tobacco control (TC) activities.
  • Identify and articulates country needs for technical and financial support to strengthen the TC programme.
  • Strengthen evidence-based tobacco control programmes that are supported by a broad coalition of governmental and non-governmental organizations.
  • Assist the Government of Indonesia, particularly the Ministry of Health and
  • TC Focal Point, in building stronger capacity to plan, implement and evaluate TC programmes.
  • Assist the government in pushing forward TC legislation.
  • Facilitate the strengthening of the TC programme of the Ministry of Health (MOH);
  • Support the capacity building of agencies that are going to apply for BI grant and monitor and assist the implementation of their programmes.
  • Facilitate collaboration among TC organizations and institutions.
  • Strengthen advocacy and resource mobilization efforts at country level;
  • Provide assistance to develop advocacy materials on TC.
  • Monitor and report on TC programme progress and contribute to the analysis and synthesis of TC country data;
  • Perform other relevant duties as required by the supervisor.

REQUIRED QUALIFICATIONS

Education:
Essential: University Degree in health sciences, social sciences or related field.
Desirable: Post Graduate Degree in health sciences, social sciences or related field.

Skills:
Functional Skills and Knowledge:

  • Understand the complexity of tobacco control issues and its implementation in Indonesia;
  • Have a public health perspective;
  • Knowledge and skills in developing capacity for tobacco control;
  • Have a good continuous professional development ability;

Other Skills:
Good communication skills and ability to work with people of different national and cultural backgrounds. Computer literacy in internet and email, data analysis, word processing, spreadsheets and presentation software.
Competencies:

  • Communicating in a credible and effective way;
  • Knowing and managing yourself;

Experience:
Essential:

  • Minimum 3 years of national experience in the planning, implementation and management of health programmes.
  • Direct experience and proven ability in capacity building and grant proposal writing.
  • Cultural sensitivity and interpersonal skills.

Desirable: Experience in the field of tobacco or NCD control.

Languages:
Excellent in spoken and written English and Bahasa Indonesia languages.

Annual salary:
As per WHO salary scale for National Officer (NO-B) grade.
